Opsin reframed. It was "confirm turndown sent"; James Pham's Jul 16 reply actually pushes back and suggests an independent-expert opinion, saying it could still fit. Retitled to a decision fork — expert call vs. finalize turndown — rather than assuming the turndown just needs sending.
